For example, if you were born in a country that is ineligible this year, your country could become eligible next year based on the statistics.

In a similar manner, you can be “charged” to the country of birth of either of your parents as long as neither parent was a resident of the ineligible country at the time of the your birth. Example: If you are born in India, a country that is not qualified and your spouse is born in Thailand, then you can claim Thailand as you country of birth (chargeability) and you then qualify to enter the DV Lottery, as long as, you also include your spouse on your application.
